The key to success on the web is automating the publishing process.

You could have a sweatshop full of slave html-formatters and link-checkers, or you could have software do all of that. Your people could focus on quality content and presentation.

The tools for this are fairly well known. You can buy reasonable solutions from vendors, and it isn't too hard to set up a few templates with Perl. The key is the design of the publishing process. Once you have the design, you need the discipline to follow the procedures, or things fall apart, fast.
